ESL plugins have a limit of 4096, on top of the ESP/ESM one, then you add in mods that don't use plugins at all and given enough time you can build up quite a modlist.

Reaching that overall limit is definitely something, but it is doable, especially if you're very careful about how you go about it.

I don't think I could find that many mods that I wanted for one game....... Not even if I tried REALLY hard.

For a lot of the bigger collections, a significant portion of the mod count is actually comprised of patches created by the collection's author to make things work together. There's a point where they start going beyond just "is it compatible" and start asking questions like "Can I make X mod use Y mod's features?" and the answer is frequently "Yes, I can."
